Third, we should lay a solid foundation in the early stage. The state and county levels should seriously study the planning, plan first and consider first, attach great importance to the ecological environment constraints, fully study and demonstrate the environmental impact assessment, social risk assessment, soil and water conservation, hydropower station, dam site selection, geological hazards, flood control and disaster reduction, so as to lay a solid foundation for the smooth implementation of the project. Fourth, we should coordinate the project linkage. Linxia Prefecture should plan the projects according to the needs of the relevant counties and districts in neighboring cities and prefectures, coordinate the new and old projects, connect and allocate water resources, and jointly strive for and construct jointly. He pointed out that Dongxiang County has deep mountains and deep gullies, harsh natural conditions, and water shortage is the biggest short board restriction for the people's happy life. In recent years, Dongxiang County has increased investment, made great efforts to promote the development of safe drinking water in rural areas. In the next step, we hope Linxia Prefecture will make further efforts. First, we should attach great importance to the hidden dangers of freezing pipes in winter. It is necessary to further strengthen the responsibilities of the two-level water supervisors in rural areas, establish and improve the emergency repair system, strengthen the training of rural water supervisors, deeply publicize the prevention and control measures of frozen pipes, strengthen the routine maintenance of frozen pipes in winter, and continuously improve the level of water supply service. Second, it is necessary to make full use of the information management system, continuously monitor the water volume and water pressure, and deal with the matters reflected by the water supply service hotline, so as to ensure the normal water supply in winter.
